The Manager, Purchasing is responsible for maintaining a city-wide function around procurement best practices, risk mitigation, and identifying value opportunities. Strategically leading the evolution of purchasing and supply chain at the City of Richmond, the Manager will provide leadership to the Purchasing Department, and be accountable for securing necessary materials, supplies, equipment, and services required by the City including contracts for all non-inventory items, construction contracts, and consulting services.  The position is responsible for the refinement of purchasing policies, systems, and procedures to ensure the procurement of high quality equipment, materials, and services, and the alignment of department initiatives and goals to city objectives such that the Purchasing Department can efficiently function within the existing policy framework.
